MEET MARK COOKS

LEADERSHIP DELIVERING RESULTS FOR OUR COMMUNITY

Mark is a 16 year Duncanville resident, the father of two sons and has four grandchildren. He was raised in the Oak Cliff area, along with his three older sisters. Mark attended Dallas Baptist University and majored in Business Administration. He is a long-standing member of Concord Baptist Church and a Board Member/Vice President at Dallas Black Dance Theater.

 

Mark’s professional background includes 40 years in the financial service industry, where he worked for 25 years with Wells Fargo Bank before retiring as a Senior Vice President. He recently joined Frost Bank as a Vice President/Commercial Loan Officer and Community Leader responsible for the Southern Dallas sector.

 

His hobbies include cycling, hiking and golf.

ADDITIONAL ACCOMPLISHMENTS AS CITY COUNCIL MEMBER

  • Currently serving a third term as Duncanville City Councilmember District.

  • Served two terms as Mayor Pro Tem during his tenure as a City Councilmember.

  • Appointed by Council Members to be a liaison for the city in resolving legal business matters.

  • Four years of hosting Meet, Connect & Learn series in an effort to keep citizens informed.

  • Previous Board Member for Citizens on Patrol, Board of Adjustments, Economic Development President, Audit Committee Chair.

  • Appointed to the Superintendent Round Table.

  • Supported two consecutive property rate decreases while maintaining a balanced budget

  • Partnered with educators to design The Portrait of a Student.

  • Hosted The first ever Duncanville Veterans Day Festival in partnership with Dallas College.

  • Partnered with law enforcement to perform citizen welfare checks for National Night Out during the pandemic.

  • Facilitated "We’re Better Together" for Duncanville Adults and Youth.

 

  • Hosted a Conversation with Police Chiefs and High School Students on improving law enforcement relationships.

  • One of four Councilmembers in favor of hiring the New City Manager.

  • One of three Councilmembers in favor of receiving $1.5 million in matching funds from Dallas County, to fund a comprehensive infrastructure project for the redesign (roundabout) of Main St. (not approved).

  • Collaborates with City Manager to measure the performance of Republic Trash Service.

  • Led the effort to improve the overall wellness of our citizens by increasing the presence of bike lanes and installing fitness equipment at one of our city parks. Organizer of Bike Around Duncanville Wellness event.

  • Responsible for the addition of two police officers for street patrol to improve safety in our community

  • Initiated the charge to make Juneteenth a city holiday.

  • Selected as a Corporate Brass in the Who’s Who in Black Dallas, Fourth and Fifth Edition.

  • Through collaboration with Dallas County, Cedar Hill and Desoto, participated on the project team responsible for overseeing the completion of Wintergreen Road Improvements construction project.
